Who is affected?The Regulations affect two broad categories of business - producers and distributors. The producer is essentially the person whose brand is on the goods or the importer, whereas the distributor is the person who supplies the goods to the end-user or consumer. Note that distributors who supply business users (i.e. non-household users) have no distributor obligations under the Regulations.
